sounds like you need to find a device called a TRIAC that will handle the current your vacuum uses, and the circuitry to control it
another solution is to find a VARIAC

    the easiest way to reduce the vacuum from a vacuum cleaner is to put a small rectangular hole in the vacuum hose tube. and then slice over the tube a piece of plastic pipe in the shape of a C that can cover the hole completely or when rotated can let some air leak into the hole and reduce the vacuum at the brush.

    an electronic control with a Triac will be OK to control the motor speed, if it is a DC motor running with a AC to DC converter inside the vacuum cleaner, but if the motor is an AC motor that runs nearly synchronously, it might not want to run smoothly at a reduced voltage and might burn out.
